Job Responsibilities:

  • Support the development, implementation, and execution of NextWaves spectrum strategy.
  • Research technical aspects of regulatory rules, procedures, and policy to find areas of opportunity for increasing the value and utilization of NextWave spectrum assets.
  • Assist in the management of NextWave spectrum licenses and assure regulatory compliance of NextWaves wireless network operations.
  • Coordinate use(s) with other licensees to enable full utilization of NextWaves spectrum.
  • Collaborate with equipment vendors to develop new technologies that operate in NextWaves spectrum holdings.
  • Represent NextWave within regulatory and standards bodies, and at technical conferences.
  • Prepare and present technical analysis on the above topics to a variety of audiences
  • Research latest technologies and determine suitability for deployment in the NextWave network.

Skills and Experience:

  • Must have previous management experience in spectrum engineering as well as design, deployment, commissioning, integration, optimization and operation of wireless networks.
  • Strong leadership, project management, relationship building and organization skills with 3+ years management experience in the wireless industry and P&L responsibility is required.
  • 10+ years relevant experience in wireless communications.
  • 4-6+ years experience in spectrum engineering, including technical/regulatory matters; incumbent relocation and spectrum transition; FCC regulatory process, including the rulemaking cycle and industry involvement in this process, licensing database matters, and spectrum allocation principles.
  • 3-5+ years experience in cellular network planning, deployment and operations, including propagation modeling, site selection, site engineering, antenna selection, performance measurements and optimization, growth planning.
  • Experience in multiband collocation studies, interference analysis and mitigation measures.
  • Familiarity with radio network design parameters and link budget analysis with various air interfaces including 3G and 4G.
  • Ability to work with a diversified team including marketing, financial, operations, management in a coordinated effort to take baseline requirements and resources, and pick the best collection of solutions to meet a complex set of requirements.
  • Experience with industry organizations such as CTIA, WCA, IEEE 802 committee, WiMAX Forum, etc..
  • Excellent interpersonal skills, written skills, and oral presentation skills.
  • Proven project management and organizational skills.
  • Proven ability to meet project deadlines on a consistent basis.
